The support which is given to Governors posts can be divided
into two broad categories services (residential and office,
accommodation, transport, communications, staffing) and salaries and
allowances (for Governors and other DS staff).
Services
11. In establishing criteria for the degree of support to be given
to Governors posts it is necessary to have agreed standards.
Governors and their DS support staff are already equated to DS
Grades. On this basis departments should determine the standards
which should apply, eg type of accommodation and transport, as for
mainstream DS posts. Governors should then be invited to comment
the extent to which present conditions match these standards.

12. Where Governors confirm that standards are met or exceeded, and
where the costs are being fully borne by local governments, these
be excluded from calculation of need for FCO support. But
lead responsiblity for any queries/handling of developments which
may lead to a fall in standards, will be with the relevant FCO
departments.
13. At present Bermuda and Cayman Islands meet the full
administrative costs of their Governors and DS support staff and
should continue to do So.

Given the
economic wealth of the Falklands, we should seek
FIG agreement to meet the full administrative costs of the Governor's post (though not,

15. For the remaining territories (Anguilla, BVI, Montserrat, TCI,
St Helena) the principle remains that local governments should
