Governors' Terms and Conditions of Service

Mr January reported that considerable progress had been made on this subject since the June meeting.

WIAD was grateful to Mr Magee for his detailed minute outlining an emoluments package for Governors appointed on contract terms. With one or two minor qualifications (eg regarding annual leave and recreational journeys), WIAD was prepared to accept Mr Magee's proposed package in its entirety, and PPD had raised no objections. (Mr Connor said that POD found the proposals acceptable). Mr Magee pointed out that there were still points to be ironed out (eg definitions of DS allowances) at a future sub-group meeting.

Mr January explained that PPD had now agreed to coordinate the remaining stages of the exercise. had studied the Colonial Regulations on conduct and discipline and considered that these gave HMG the same powers as DS regulations and were ideally suited to DT conditions. He would be discussing with PPD's Legal Adviser whether explicit reference should be made to Colonial Regulations in future letters of appointment for contract Governors. Mr Dennis would be holding a meeting in October on letters of appointment, including the question of which department should in future sign such documents. WIAD planned to give an interim report on this exercise at the forthcoming Caribbean Heads of Mission Conference. The new package of conditions should be fully operative in time for the next contract governor who took up office.

b) Staffing of Governors' Post

Neither Mr Connor nor Mr Mills had points to make. Mr January raised an enquiry from the Governor of the Caymans on whether POD systematically looked for potential DT Governors from among the Hong Kong civil service.
