1. As requested in your letter of 27 November we have circulated the extract from Fragments of Paradise.
2. Reactions were received from the Permanent Secretary Development and the President of the National Trust (copies attached) while the Attorney General commented that the report appeared to be factually correct and containing nothing with which he would disagree.

The Montserrat Government is in the process of recruiting on TCO terms a "Physical Planner". In order to establish clearly in the minds of all concerned here what the functions of the Physical Planner are we arranged with BDDC to send us the Physical Planner in the TCI (Colin Floyd) to assess local problems and to suggest TORS for the new post. He wrote a good report and if we are able to recruit someone like him then we can be fairly confident that the protection of the environment and issues such as the creation of national parks, security of (our very limited) swamp areas and so forth will be given due consideration.
