who would not be debarred from becoming Ambassadors - would help the Service, and provide an extra dimension to DS life. This is no doubt far easier said than done. I believe that a number of our current problems on the Falklands could have been dealt with sooner, when they were smaller and less intractable, had the quality of staff directly under the Governor been higher. We have briefed the Inspectors (currently on the Islands) about this.
