the administrative capacity of the Territory

to ensure compliance, including the financial

and manpower resources required;

(iii)

the financial and resource implications of

extension.

Having extended an agreement to a Territory, the UK

Government should be ready to monitor performance in

the Territory.

Depending on the nature of the

agreement, this might take the form of regular

reports from the Governor, or if necessary visits to

the Territory by suitably qualified UK officials.

(e)

If in the course of implementation of an agreement

problems arise about compliance in a Territory, the

UK Government should be ready to investigate the

situation and consider whether advice or assistance,

and if necessary instructions to the Governor, çan

remedy it.

(f)

If such a situation requires financial, technical or

manpower assistance, the UK Government should be
