theoretically available, it is doubtful if it would have the

appropriate expertise. Equipment is also lacking, eg to mount

coastguard-type activities, fisheries inspections and the like.

Many recent international agreements (eg concerning drugs)

require a combination of manpower, experience and equipment not

at present available in most of the Territories, thus increasing

the vulnerability of these Territories to the very problems the

agreements are designed to combat. To meet shortfalls in any of

these areas requires a financial commitment which the Territories

may find difficult to meet. If the choice between including and

excluding one or

or more Territories from an international agreement

rests solely on the availability of resources, doubtless the UK

Government would wish to consider whether the provision of

assistance from London would be preferable to not having the

agreement extended to the Territory.

Treaty Financial Obligations

11. Many international agreements incorporate means to generate

finance to fund their operation. Trust Funds are common, with

contributions made by Contracting Parties on a set scale (perhaps

related to the scale of contributions to the United Nations).

For agreements which apply world-wide, the UK contribution is
