There are cases in
which a Dependent Territory does not possess (or has not been
able to locate) sufficient resources to enable it fully to
implement an agreement, or to have an agreement extended to it
which would enhance its economic or other well-being (eg maritime
safety treaties). There is no agreed basis on which
contributions to the financial mechanisms of international
agreements, particularly regional agreements, are made.

It has been the general practice not to monitor closely the
extent to which Dependent Territories fulfil obligations imposed
by international agreements extended to them unless a problem is
known to exist. It has generally been assumed that having agreed
to extension, and having ensured that the necessary legislation
is in place, the Dependent Territories will be able to comply
with an agreement. Thus, no institutional arrangements have been
put in place in the UK to monitor performance in the Dependent
Territories, but, in isolated instances, ad hoc arrangements may
