1. Thank you for sending me a copy of your minute of 16 December 1988 together with your first draft of this paper.

Your draft serves the useful purpose of raising a number of problems which need to be considered, and I note that you had in mind to follow it up with some suggested conclusions and recommendations. Following the structure and much of the content of your draft, I have attempted a redraft (copy attached) and have ventured to suggest some conclusions and recommendations in paragraphs 14 to 16.

I would suggest that the next meeting of the Dependent Territories Liaison Group on 1 March might be a suitable opportunity for a brief discussion of the issues, following which we could refine the paper even further. May I leave it to you or Mr Penfold to consider whether the attached draft might usefully be given wider circulation at this stage?
