Miton reported that on 31 January FCC officals had met representatives of the NGO Conservation Forum to discuss the recommendations of the latter's publication, 'Fragments of Paradise'. The meeting had been surprisingly low-key and uncritical of HMG. MAED had been now sent to the NGO forum a compendium of comments from the DTS on 'Fragments of Paradise'. In reply, the Conservation Forum had expressed their gratitude for those comments, though they had expressed concern about wildlife sites on land currently used by the military in Gibraltar, but likely soon to be given up.
13. Mr Dalton referred to a recent MAED telegram to DTs outlining the reporting requirements expected of them with regard to the Montreal Protocol on the Ozone Layer. MAED would be approaching EAD and SAmD to provide reports on behalf of BIOT and BAT.
14. Mr Dalton then turned to the Union Derek spillage incident off BVI, which had raised important issues involving responsibilities, compensation and fiscal mechanisms. MAED was currently seeking to finalise a formal agreement between the US and DT authorities covering cooperation in the event of oil spillages. Had this agreement been in place before the Union Derek incident, the assistance of the US authorities would have been automatic, and no procedural problems should have arisen with regard to the issuing of guarantees.
