languages, particularly in English and Putonghua, is also important (paragraphs 47 and 48).

(c) Continuing to improve physical
infrastructure, particularly
infrastructural links between Hong Kong
and Guangdong
The Government needs to ensure that an efficient physical infrastructure is provided to meet the needs of the Hong Kong economy. Infrastructural planning in Hong Kong will increasingly have to take the China factor into account (paragraphs 49 and 50). To ensure. that Hong Kong has the capacity to handle the traffic flows generated both by the local economy and by the growing trade with China generally and Guangdong in particular, the Government has commissioned a series of studies to help it develop a strategy for the development of the necessary infrastructure (paragraph 51).
Conclusion

So far, Hong Kong has contributed actively to economic development in Guangdong to the mutual benefit of both places. The prospects are for continued mutually beneficial development although Hong Kong may have to take steps to ease the impact of rapid change. The Government should continue its efforts to maintain Hong Kong's competitiveness and uniqueness while strengthening its ability to serve Guangdong's development needs. The potential gains for Hong Kong from the growing economic relations with Guangdong can be very considerable
(paragraphs 54 and 55).
