In response to another question concerning

the function of the Commission of Special Economic Zones

in the State Council, Mr Yang said that this Commission

was not intended to be a policy decision-making body. Its

main functions were to liaise with the various ministries

and departments concerning matters relating to the special

economic zones and to smooth out any possible conflicts.

For policy guidance, the SSEZ had to look towards the

provincial authorities in Guangdong.

According to the information given by a Shenzhen delegation which visited the Industry Department on 23 November, the State Council had already approved Shenzhen's application to become the tenth "city (administrative region) with separate plans" starting from 1989. (The other nine such cities are Chongqing, Wuhan, Shenyang, Dalian, Harbin,

Guangzhou, Xian, Qingdao and Ningpo.) But even with such a status, the Shenzhen City would not rank as a province.
