HONG KONG AND MACAO AFFAIRS OFFICE

MINISTRY OF FOREIGN AFFAIRS (HKMAO)

1. The HKMAO is headed by a Director responsible for

both Hong Kong and Macao Affairs. There are two Deputy

Director posts, one for each territory. The Hong Kong

side of the HKMAO is divided into two divisions. Division I

deals with the Basic Law, visits by the Governor and

Ministers, and other senior officials connected with Hong Kong, and other non-JLG related matters. Deputy

Director post covering both divisions has been unfilled since

July 1988 when Wang Jiaji was posted to the JLG. We

understand that this is now being filled.

PERSONALITIES

GUO FENGMIN ( ), DIRECTOR

Succeeded Ke Zaishuo in July 1988, previously having served

as Ambassador to Bonn. A widower born in Xiamen but educated

in Shanghai who speaks fluent German and English and, reputedly, good French.

A highly intelligent man with a sharp sense of humour and much charm but a well-armoured, enigmatic personality.

Guo has the style of a grandee rather than a back-room boy

and possibly feels he is insufficiently stretched in his

current job.

YE SHOUZENG (), COUNSELLOR

Visited HK April 84

A quiet, reserved man with whom the Embassy has little contact.

His function in the HKMAO is not clear, but he is held in

esteem by his colleagues.
