HIGH LEVEL VISITS TO AND FROM CHINA

1. I am sorry to have further delayed the attached

submission of 28 April from Mr Millington, on which you and Sir John Fretwell minuted on 28 April and 5 May

respectively. But before submitting these papers further, I wanted to remind myself of the discussion on Inward State Visits at the last Royal Visits Committee meeting on 21 December 1988.

I see from those minutes that the Committee noted that there were proposals for Inward Visits in 1990 by the President of India and the Sultan of Brunei, but that in the event of a visit by the Sultan not being thought appropriate for next year, President Cossiga of Italy "would probably be the most suitable alternative".

3. For 1991, the Committee noted the proposal for a visit by President Yang of China, but also noted that, in view of his advanced age, there might be advantage in postponing a major Chinese visit to Britain until a younger Head of State had succeeded President Yang. The Committee also noted a proposal to invite the Emir of Kuwait in 1991.

4. If we are now to press the idea of a visit by President Yang for next year, I think that we shall need to take into account the views expressed at the last Royal Visits Committee (which indeed reflected Ministerial opinion at that time). We shall in particular need to take into account the arguments for and against inviting President Cossiga to take up his cancelled visit; and also need to remind Ministers where the other proposals for visits from India and Kuwait now stand.
