A recently published book "The Chinese Secret Service" by Roger Faligot and Remi Kauffer contains a biographical note on the Political Adviser, which you may find of interest. There do not appear to be any other references to Mr Clift in the text of the book.

The book is a biography of Kang Sheng, the former Chinese intelligence chief. It is written in a journalistic style, and appears to be based on gossip and secondary sources. originally published in French in 1987.
