Lord Glenarthur thinks that the Secretary of State may wish to glance at the interesting assessment of the internal Chinese scene given in Mr Clark's teleletter submitted under cover of Mr McCleary's minute of 9 March. He notes that Sir Alan Donald, with whom he discussed these issues yesterday, was rather more bullish about the position of Zhao Ziyang than is Mr Clark.

Lord Glenarthur thinks that Mr Gillmore is right in his observation that these developments might play unhelpfully into Hong Kong issues. More generally, he has become aware that we appear to be sailing into choppy waters with the Chinese on quite a range of issues:
