1. I submit a faxed copy of an excellent despatch from
the Chargé d'Affaires in Peking on China and human
rights. The orignal has been sent by bag, leaving on
14 March, together with the memorandum it covers.
2. Miss Bailes rightly points out that questions of
human rights in China are becoming of wider concern and
that China has got off very lightly in the past. She
suggests that the time has now come for us to do more to
urge the Chinese to improve their record. We would not
wish to deny that considerable progress has been made in
this respect, but much obviously remains to be done.
3. The general approach which she outlines of building
on standards the Chinese have set themselves seems
absolutely right, and it fits in with our approach on
human rights across the board. To tackle the Chinese
