I enclose a translation of a report from the Tribuna de Macau of 5 August which is clearly less complete than Caterino's EC briefing. Earlier newspapers set great store by the fact that the meeting was to take place in Lisbon rather than Macau, a concession which the Portuguese has extracted from the Chinese.

Other Portuguese newspapers have also reported it was Dr Antonio Vitorino's last attendance at a Luso- Chinese JLG as he had accepted appointment to become a judge in a Constituational Court in Lisbon. He will be a hard man to replace as I have met few Portuguese officials gifted with such outstanding intelligence and persuasiveness.
