Thank you for your letter of 16 August. I will try not to burden you with too much paper, but I enclose one or two of the back numbers, and one or two current papers, recently received from the Hong Kong Government about various aspects of Macao affairs. They all strike me of being some interest. You might note particularly that of 14 February which points out that Chinese from Macao with Portuguese nationality have been classified as "home" students in the UK, by virtue of their EC citizenship, rather than "overseas" students as is required of Hong Kong citizens who are thereby charged much higher fees. If correct, I imagine this could be a cause of same political embarrassment.

ww

I do not propose taking any initiative in informing the Hong Kong government that I am passing these papers to you which might reduce or dry up the supply so it might be best in the event that you wished to take up any points Yarising from them, if you were to contact me first rather than go direct to the

Hong Kong government.
