But the Portuguese Macao government does not take the pach as the British Hongkong government. It has mainta 4 friendly co-operation with the Chinese government, followed the points for attention laid down by the Sino-Portuguese Joint Declaration, done everything good for Macao's social stability and economic development, and taken a sincere and co-operative attitude toward the settlement of problems during the transitional period. These excellent achievements of Macao are obvious for all to see.
If enmity is not settled amicably there is no end to it. The Chinese side always treasures Sino-British friendly co- operation that has developed for years. As everyone is aware, good Sino-British relations will bring prosperity to Hongkong and bad Sino-British relations could bring disasters. Trying to fish for more benefit by playing tricks is unrealistic and wrong. For the sake of Hongkong and the long-term interests of China and Britain, the British side should change its attitude and show its sincerity.

'PREACHEACHON' URGES EXPANSION OF
REGIONAL AND MILITIA FORCES
Phnom Penh home service 2300 gmt 17 Oct 89
Excerpts from undated 'Pracheachon' editorial, “Pay attention to strengthening and expanding the armed forces vigorously"
Generally speaking, the work to build, strengthen and expand our armed forces has made advances. But this work in some localities is still slow. Another point is that the scope of the requirement of our revolutionary tasks is very immense and we still have not been able to fulfil it; that is, the struggle between our side and the enemies remains very complicated and tenacious.
For this reason, we must clearly specify that from now to 1990, our decisive major tasks are to defend the country, the achievements of society and state power from central to local levels, and to prevent the return of the genocidal Pol Pot regime. Although they have suffered heavy defeats, the enemies have been stubbornly striving to sabotage us. Therefore, in this immediate problem, the party committees and authorities in all sectors and at all levels must pay additional attention to the work to strengthen and expand the armed forces. It is imperative to keep in mind that in leading and building the armed forces, all institutions particularly party organs must take the building of their political quality as the principle, the building of the party as the core and the building of cadres as the key.
To enable our armed forces to become even more powerful, gain more superiority over the enemies and fulfil their tasks successfully in all circumstances, the most urgent task for all sectors and all levels is to strive to fulfil the army recruitment plans quantitatively and qualitatively. the border provinces must pay attention to giving all kinds of assistance to the regular forces in terms of manpower, materials and morals.
All localities in the rear must strive to strengthen, expand and provide combat capabilities to the regional and militia units by giving them regular training, thus enabling them to enhance their combat tactics and to grasp all objectives and movements of the enemies. Localities must clealry determine these matters. In the current situation, it is imperative for all localities to build their own forces namely the regional, district and militia forces in order to ensure our mastery of the three requirements; that is, strong military and security, firm politics and organisation, and prosperous economy and stable livelihood. This is because the regional and militia forces are the most effective and rapidly-moving forces in defending localities...
