Those of you who are concerned with relations between the two sides of the Taiwan Strait possibly already know that the Taiwan authorities recently published draft provisional regulations governing relations between people in Taiwan and those on the mainland...
After the draft was made public, people on both sides of the strait expressed the belief that the regulations were inadequate in terms of fairness and feasibility... Judging from the content, the purpose of the draft regulations was to actually impose restrictions in the name of the law.
The regulations still view the mainland and its residents as Taiwan's enemy. People on the two sides of the strait are of the same race, ancestry and nationality. Why, then, is there legal punishment for those who visit or move to Taiwan from the mainland?...
Various limits imposed on inheritance status, monetary limits, time and other aspects actually prevent mainland residents from exercising their right of inheritance. For example, just take the clause that strips any mainlander of his inheritance right if he fails to travel to Taiwan within one year. Whether a mainlander can enter Taiwan within one year totally hinges on the decision of the Taiwan authorities. If the Taiwan authorities want to stop him from coming to Taiwan, it will be more than easy for them to use just about any excuse... According to the regulations, direct investment, trading activities, technological co-operation and financial contacts between the two sides are prohibited. This also contradicts the common interests of people in Taiwan and on the mainland. Since foreigners are allowed to engage in direct economic and trade contacts with Taiwan, why is it that we fellow countrymen are prohibited from doing so?...
Listener friends, owing to the length of the draft regulations, I will not cite and review each and every clause. However, it is not difficult to infer from the 54 clauses that the Taiwan authorities intend to strictly curb the urgent requests of the residents on the two sides for three exchanges and four flows [as heard]. The Taiwan authorities not only adopt a hostile attitude toward the mainland regime, but also regard mainland residents as second-class citizens. The Taiwan authorities have no humanitarian spirit at all. . .
Taiwan's retrogression on its mainland policies is something that goes against not only the general historical trend of the world, but against the will of the people on both sides of the strait as well...

Macao. committee studies basic law draft Standing Committee of the Macao Basic Law Consultative Committee convened a forum for Consultative Committee members and advisers to solicit their views on the Macao Draft Basic Law Structure on 7th November. Most of the Consultative Committee members and advisers expressed satisfaction with the draft law structure promulgated on 24th October. Chinese Supreme Court president meets Thai Justice Minister Ren Jianxin, president of China's Supreme People's Court, met a delegation headed by Chamrat Mangkhalarat, Thai Minister of Justice, in Peking on 9th November. NPF Standing Committee Vice-Chairman receives Thai parliamentarians Liao Hansheng, Vice-Chairman of the NPC Standing Committee, hosted a banquet in Peking on 9th November in honour of a delegation of the Thai National Assembly.
