China and the three reactionary Cambodian factions, however, still deliberately shut their eyes to this fact. They have sung the unsubstantiated allegation of a sham troop withdrawal as an excuse for continuing to demand that Vietnam totally and definitely withdraw its forces from Cambodia and, at the same time, to call for the formation of a quadripartite government to legalise the genocidal Pol Pot clique. Sihanouk congratulates DK forces on recent victories (Text) Samdech Norodom Sihanouk, leader of Cambodia's national resistance forces and President of dated 6th Democratic Kampuchea, recently sent a message November to HE Khieu Samphan, DK Vice-President in charge of foreign affairs, who sent the Samdech a message reporting on the results of military activities during the 11th rainy season by the National Army of Democratic Kampuchea [NADK] Supreme Command and on other issues. The Samdech President warmly congratulated our heroic NADK for its recent victories against the Vietnamese enemies and their puppets and lackeys on the battlefields. This clearly shows that the status and influence of the State of Cambodia are gradually rising in the international arena. Passing through numerous trials full of difficulties and sacrifices the result of the actions of the Cambodian resistance factions and the encirclement of Western countries
in the past 10 years the State of Cambodia has not been weakened but has grown stronger and more powerful in all fields. It has managed not only to defend its citizens and the entire territory successfully, but also to attain numerous achievements in carrying out socio-economic development and construction, thereby bringing peace and tranquillity to the

All this has gradually convinced many countries, especially in the West, to modify their policies in conformity with the current reality in Cambodia. For example, Australia recently welcomed a high-level delegation of the State of Cambodia which paid a visit to that country. In Great Britain, a debate on the Cambodian issue was recently held in Parliament, and a proposal was made to implement a project to aid Cambodia. It was agreed that British diplomats would be sent to Phnom Penh on a visit. Two international relief organisations, Oxfam and the Council of International Volunteer Organisations, which has its headquarters in Geneva, also called for suspension of recognition of the Cambodian resistance group at the UN... route home from a visit to Japan. Gen Panya Singsakda, secretary-general to the Thai Prime Minister, welcomed the delegation. During a meeting with Sisana Sisan, president of the Thai-Lao Friendship Association, Kaysone said that Thai- Lao relations have continued to improve since Thailand cut the list of banned strategic goods, and this has considerably increased trade between the two countries. Assembly delegation in China (FE/0611 A/3) Wan Li, Chairman of the NPC Standing Committee, on 10th November met a delegation from the Thai National Assembly led by Gen Phisit Hemabut, First Deputy Speaker of the Thai Senate. Wan expressed his satisfaction over the development of bilateral friendly and co-operative relations and said that the two countries shared similar or identical views on many international issues, welcoming bilateral co-operation in settling the Cambodian issue (Xinhua in English 1128 gmt 10 Nov 89). Vice-Premier Wu Xueqian met the delegation on the 11th (Xinhua in English 1046 gmt 11 Nov 89).
When meeting the delegation on the 12th, President Yang Shangkun said that the work of the past four months had proved that China's new leadership was stable and firm and had the support of the people. Stressing that "anarchism is of great harm to the state", he said that China's economic difficulties could be overcome if the nation's enthusiasm was brought into full play. Later the same day, the delegation left Peking to visit Xian, Shanghai, Hangzhou, Canton and Shenzhen. (Xinhua in English 1525 gmt 12 Nov 89)
Sino-Portuguese Liaison Group holds preparatory meeting (Text) An experts' meeting of the Sino-Portuguese Joint Liaison Group (JLG) was held here [Macao] from 9th to 11th November. The meeting was held mainly for the preparation of the sixth JLG meeting. In a friendly atmosphere, experts from both sides exchanged views on Macao's membership in the international maritime organisations and its participation in the General Agreement on Tariffs.
In the evening of 10th November, Kang Jimin, head of the Chinese team to the JLG, hosted a dinner for experts from both sides participating in the meeting. (Xinhua in English 1146 gmt 11 Nov 89)

Burma's Minister for Trade, Finance and (FE/0612 A3/6) Planning, Col David Abel, left for home on 12th November after a four-day visit to Malaysia. He described his discussions with Prime Minister Mahathir Mohamad, Finance Minister Daim Zainuddin and other ministers during his visit as "very fruitful and informative", and said he was confident that Malaysia and Burma could work together and enhance their present very good relationship.
