Cost of the airport was estimated at US $ 450 million but would probably be US $ 550 million. Over spend would be hidden in things like car park (cost paid by Concessionaire) and roads (chaarged to Public Works). The greatest difficultly would be the 80 metre long piles required.
All in all Cook was satisfied. He and his team would be in place for some time. Business was good, the government was laid back, but that was Feneira's problem. (And opportunities for the UK seem promising. I will follow up.)
