During the end of this year and the beginning of next year, our struggle with the enemies will become even more tense and complicated. This will require more vigorous participation from all sectors and all levels, particularly in stimulating the campaign to combat the enemies in order to inflict total defeat on them. Along the border, the regular force must enhance their offensive against the enemies by blocking all passages and cutting off all transport routes of the enemies who have infiltrated our country. In the interior of the country, the regional forces, militia and people's police forces must serve as personal staff officers of the local party committees, must actively attack the enemies, and must launch search-and- destroy operations against the enemies outside their localities in order to achieve greater feats for the motherland. Together with the masses, they must regularly carry out fall forms of attacks against the enemies and pay attention to frustrating all psychological warfare manoeuvres and schemes of the enemies. They must continue the political offensive even more vigorously by adopting the slogan: "Only by vigorously attacking the enemies with the armed forces, will the political offensive against the enemies, particularly the proselytisation campaign and the work to dismantle the implanted enemies, achieve decisive victory for our side.”
At the same time, all levels and sectors in the central localities must stimulate the production drive to achieve good results, thus ensuring the improvement of the livelihood of our people and our armed forces in all circumstances. Successfully enhancing the bond of unity around the party is the strength of our armed forces, which are very effective in attacking and inflicting total defeat on the enemies.

Sar Kheng visit Prey Veng Province December, during a one-day working visit to Prey Veng Province, a party and state delegation led by Sar Kheng, member of the Political Bureau of the Party Central Committee and Chef de Cabinet of the KPRP Central Committee, visited cadres, party members, mass organisations, combatants, students and people in Sdok Say village in Neak Loeung, Peam Ro district; and in Prasat commune, Kompong Trabek district, Prey Veng Province. Included in the delegation were Yut Phuthang, alternate member of the KPRP Central Committee and secretary of the Prey Veng provincial party committee; Chhim Seng, Vice Minister of Communications and Posts; Uk Rabun, Deputy Chef de Cabinet of the party Central Committee; and Toch Sak, deputy secretary of the province's party committee and chairman of the Prey Veng provincial people's committee.
Sar Kheng distributed a number of gifts, such as cigarettes, sarongs, shirts and money, to families of fallen or disabled combatants. A sum of 1m riel was given to Peam Ro district and another Im riel to Kompong Trabek district for building schools and hospitals. (Phnom Penh home service 1300 gmt 7 Dec 89)

Information Ministry annual meeting On 7th December, the Information and Culture Ministry held its annual meeting to review and assess its work. The meeting was chaired by Ney Pena, member of the Political Bureau of the Party Central Committee and Chairman of the Party Central Committee's Propaganda and Education Commission. Attending this 11th meeting to review propaganda and culture work were leading cadres from youth union committees, the Education Ministry and the clergy, as well as heads and deputy heads of departments from propaganda, culture and information services in the provinces and cities. Sino-British Joint Liaison Group issues communique (FE/0635i Text) The Sino-British Joint Liaison Group held its 14th meeting from 5th to 8th December in Hongkong. A press communique issued after the meeting said: During the meeting, the joint liaison group exchanged views in a frank and thorough way on some important issues concerning the Hongkong situation. It also held a useful [Chinese: youyide] discussion on some questions concerning the localisation [Chinese: bendihua] of relevant laws and on the topic of international rights and obligations.
The communique says: The joint liaison group reached a consensus on certain matters concerning the localisation of the merchant marine law and took notice of, with satisfaction, the conclusion of an agreement between the two sides on the text of the memorandum on interim arrangements for preparing travel documents for Hongkong seamen. The Sino-British Joint Liaison Group decided that the next meeting will convene in Peking in April 1990. (Peking home service 1030 gmt 8 Dec 89)
Sino-Portuguese Joint Liaison Group issues communique (Text) The sixth meeting of the Sino- Portuguese Joint Liaison Group which lasted four days closed in Macao on 8th December. A press communique was issued after the meeting.
The communique said: The two sides reached agreement on Macao's application for membership in the GATT and the International Maritime Organisation, and agreed to continue to exchange views on Macao's application for participation in other international agreements and international organisations. The two sides exchanged views on, and reviewed the progress being made on, using the Chinese language in Macao as Macao's official language. The two sides agreed that the seventh meeting of the Sino-Portuguese Joint Liaison Group would be held in Peking in April or May 1990, and that a meeting between the senior representatives of the two sides in the group would be held in Macao in March 1990.
