SINO-PORTUGUESE CONTACTS OVER MACAO

Please refer to the Private Secretary's minute to you of 28 June ("European Council: Statement on China"). I spoke to the Embassy in

Lisbon on 30 June and obtained information which was included in the

Secretary of State's briefing for his visit to Hong Kong. For the record, and for the information of copy addressees, I now repeat the substance of the briefing below. Further information which came to light subsequently (para 5 below) indicated that the Portuguese were less minded to postpone the next meeting of their JLG. To the best of my knowledge, no public announcement has been made.

2. The Embassy in Lisbon sought clarification of the nature of any assurance or concessions the Chinese had given from the Portuguese. Dr Barreiros told Mr Drace-Francis that the Chinese had not given specific help, but some "guarantees". Pressed further, Dr Barreiros said the Chinese had "made a favourable declaration".

This appears

to be no more than Ji Pengfei's statement of 22 June reaffirming Chinese commitment to upholding the Sino-British and Sino-Portuguese Joint Declarations.
