TAIWAN REPORTER RELEASED AFTER "ADMITTING HIS CRIMES FAIRLY WELL”

We are now broadcasting some news we have just received. According to a Xinhua report, a reporter learned from the Peking municipal state security bureau that Huang Debei [Huang Teh-pei], a reporter of Taiwan's 'Zili Wanbao' ['Indepdence Evening Post'] who had been detained according to law by the Peking municipal state security bureau on charges of illegally covering news and other illegal activities, has been dealt with leniently because he admitted his crimes fairly well. Huang Debei was deported under escort [Chinese: yajie chujing] of the Peking municipal state security bureau this morning.
During the period when martial law was enforced in parts of Peking, Huang Debei violated Decree No 3 issued by the Peking municipal people's government. He sneaked into Peking University and other areas under martial law to cover news illegally and create rumours. He published a great number of reports to incite and instigate turmoil and a counter-revolutionary rebellion. Moreover, he created a map showing the deployment of troop strength of the martial law enforcement units.
In late June, Huang again came to Peking as a tourist to continue to cover news illegally and publish distorted news reports. On 2nd June, Huang openly contacted a criminal, a leader of the illegal organisation the college student's autonomous federation, whose arrest had been ordered by the government, to engineer a plot to help the criminal flee the country. Huang was detained by the Peking municipal state security bureau on 3rd July according to law.
Huang Debei openly admitted his illegal acts mentioned above and confessed his crimes by putting them down in black and white.
Huang Debei's acts violated the criminal law. He should have been punished according to law, but taking into consideration the fact that he admitted his crimes fairly well, and proceeding from the overall interest of the relations between both sides of the strait, with approval the Peking municipal state security bureau has decided to deal with him leniently.
[Note: According to AFP (in English 0650 gmt 11 Jul 89), Huang said on his arrival in Hongkong on 11th July that his interrogators from the Peking public security bureau had told him that the wanted student leader, Wang Dan, had been arrested.]

Taiwan's mainland policy to unchanged Vice-Premier Shih Chih-yang said on 10th July that government policy vis-a-vis the Chinese communist- controlled mainland remained unchanged in spite of the 4th June T'ienanmen [Tiananmen] bloodshed. But for national security considerations, the ROC government will not open wider the door to the mainland, Shih said. As the convener of the cabinet's Ad-Hoc Mainland Affairs Committee, Shih was addressing scholars participating in the 1989 National Development Seminar. The government's mainland policy, Shih said, has set a forward-looking and concrete goal promoting the successful Taiwan experience among all the people of China. For this reason, the government should not halt civic exchanges between the two sides of the Taiwan Straits although the government might itself take an even more cautious attitude. In the ensuing discussion, Shih said that the government has decided to help some mainland students abroad, but that assistance should come from civic organisations. bureau chief stresses stability in Speaking at a meeting with Macao-based deputies of the national and provincial people's congresses and members of the CPPCC in Macao on 10th July, Zhou Ding, director of the Macao branch of the Xinhua News Agency, said the policy of "one country, two systems," initiated by Deng Xiaoping, is the state policy formulated by the Chinese government and acknowledged by the Sino-Portugese Joint Declaration on the question of Macao. The Chinese government will abide by the joint declaration and will neither change Macao's present capitalist system nor turn the "two systems” into “one system”. He said: “Although people have different views on a number of issues, we have a basic point in common, that is, we all love the country and Macao, and wish to have long-term stability, development and prosperity in Macao." Zhou said a stable economy is essential for stability in Macao. The present economic situation is good and the difficulties in some aspects are temporary and can be overcome.
