fulfilling quality and quantity, ensure supply, serve the people, strengthen the power of our country and win honour for our country!
We must develop the excellent tradition of plain living, hard work and frugality characteristic of our country's working class. Starting from the post of each worker, we must step up construction of basic industries such as energy, communication and raw materials, try our best to increase output of daily use industrial products, and do whatever we can to save power, oil, coal, water, raw materials and any materials and funds that can be saved. In order to increase the country's income, bring about prosperity for enterprises and improve our working conditions and living conditions, we must create and accumulate every attainable treasure.
We must develop the spirit of self-reliance and hard work characteristic of our country's working class, fully develop our intelligence and wisdom, overcome various difficulties, endure various pressures, diligently improve the ability to digest and absorb the introduced items, better develop the returns of the introduced items, continuously enhance our country's production, study hard and grasp the achievements of the world's advanced science and technology and advanced experience in managing and running business, and further strengthen international economic and technological co- operation and exchange, as well as fight for bigger development in opening up our country to the outside world.
We must develop the spirit of dedication and creativity characteristic of our country's working class, and launch on a larger scale and in a practical manner various kinds of mass activities for technical creation such as invention, technological co-operation, technological innovation, technological training, and rationalisation proposals for the masses. We must use our wisdom and power to create new technology, new skills, new methods and new experience, to solve the key problems of production, and to realise double increase, double economy.
We must develop the spirit of being the master, characteristic of our country's working class, strengthen scientific and democratic management of our enterprises, and seek returns from management. Each worker must strictly obey work discipline, pay attention to professional ethics and safeguard normal production and work orders. They must actively take part in democratic management of the enterprises, proffer ideas for decision-making affecting the enterprises, proffer proposals and serve as masters. In particular, they must play a greater role in the good running of the state-run big and medium backbone enterprises. Each enterprise should perfect and make public a reasonable distribution system, perfect mechanism for running and managing the enterprise, deepen enterprise reform, promote the distinctive spirit of each enterprise, and build entrepreneurial conglomerates with common interests.
Trade unions at various levels must seriously publicise the spirit of the fourth plenary session of the 13th CCP Central Committee, carry out education on the party's basic line and on the spirit of the working class being the master, so as to enable the movement for double increase, double economy to acquire great ideological force. We must fully reflect the wishes and demands of the masses, actively co-ordinate with the government and enterprises in formulating the measures

and goals for double increase and double economy, organise the great masses of workers to unfold various kinds of work competitions, work practically and seek practical results. Regarding the problems of punishing corruption, of handling unfair social distributions, and of strengthening supervision of prices, the trade unions should play better their functions in democratic participation and social supervision. We must show concern for the sufferings of the masses, assist the government and enterprises to actively overcome various difficulties in work and life for the workers, and safeguard the legitimate rights of workers. In particular, we must pay attention to safety while production is under way, step up protection of labour and do good safety supervision, in order to arouse and protect the enthusiasm and creativity of the great masses of workers.
Workers of different nationalities in the entire country must closely unite themselves with the CCP Central Committee, actively respond to the calls of the fourth plenary session of the 13th CCP Central Committee, put economic construction at the centre, uphold the four cardinal principles as the basis for building the country, and embark upon the road of reform and opening up as a way to strengthen our country. With excellent results we will greet the coming national conference on commending advanced workers and model labourers, and the 40th anniversary of the founding of our nation. We must strive to accomplish this year's plan for social development and national economy, or even do it better, and fight for advancing our country's socialist modernisation construction!

Fostering the thinking of and carrying out education on prolonged hard struggle is an important subject facing the whole party. The life-style of hard struggle is the distinctive character of members of the communist party.
Recently, the plenary meeting of the Political Bureau of the CCP Central Committee called for resolutely punishing those who are involved in corruption, thereby taking the lead in being honest in performing official duties and struggling hard. They decided to do a good job in the seven areas which greatly concern the people. The Party Central Committee has demonstrated a good lead, thus enhancing the confidence of the whole party and people of the whole country. At present, the advocation of struggling hard and building an enterprise through arduous efforts has taken on an important meaning for today as well as having a far-reaching historical significance.
Since the convening of the third plenary session of the 11th CCP Central Committee, China has attained remarkable achievements in its socialist construction, which have won world-wide acclamation. Along with the growth in production, the living standards of the overwhelming majority of the population have been improved. Hence, some people deem it
