Most of the relaxation has been on Taiwanese side. Chinese have always encouraged contact and welcomed Taiwanese to mainland.

changed its rules to permit visits to the mainland by Taiwanese and to Taiwan by mainlanders with sick relatives, etc, and to all our indirect trade and investment

Chinese policy on Taiwan is to cut Taiwan off from all outside contacts, except through the PRC;
thus Chinese contacts with Taiwan do not imply that they are happy to see others do the same.

Development of air links between UK and Taiwan poses delicate political problems. Chinese have made clear they expect to be consulted. Granting of traffic rights involves government approval. Chinese might regard this as according legitimacy to the Taiwanese authorities.
