I attach a letter the Secretary of State has received from Sir Eldon Griffiths. Sir Eldon has told me that he just wants a few minutes with the Secretary of State in the lobby. Miss Phillips will try to set this up and will contact you so that you can provide briefing.

Sir Eldon has given me more detail about the Cultural Office mentioned in his letter.
He says that it is now agreed that a Taiwanese academic foundation called the "Pacific Foundation" should go ahead and set up this office. Sir Eldon told them that he and others would be able to support it provided it was nothing to do with Dr Fang and the Free China Centre. At Dr Fang's instigation the Taiwanese MFA had tried to take over the project and put it under the FCC's auspices. According to Sir Eldon, that battle had been lost and the MFA now accepted that the office should be purely private. He was helping to get some respectable British trustees for the new office. The Master of Emmanuel College Cambridge had agreed to be one.
Sir Eldon was incidentally delighted that
Sir William Bentley had been set up as an informal intermediary for dealings with Taiwan. He said that if Sir William wanted to call on him he would be delighted to see him.
