You suggested that it might be helpful if BPCS/made its contractual arrangements with the Taiwan Post Office from its Hong Kong address. Unfortunately, from the information you have provided, I cannot give a simple answer.

If BPCS (Hong Kong) remains a division of the Post Office, then the difficulties mentioned in my letter of 14 April remain namely, that the Post Office is a public authority. If BPCS is a division of the Office of the Post-Master General, Hong Kong (as suggested by its address) then, again, there would be little advantage in using the Hong Kong address because the Post-Master General is a member of the Hong Kong Government. If, however, BPCS (Hong Kong) is a wholly separate legal entity divorced from public authorities or public officials in Hong Kong, your idea may be a useful one.

If you wish to pursue this option, perhaps you could find out exactly what BPCS' status in Hong Kong is. I will then be able to advise you formally on whether there would be anything to gain from this approach.
