MUTUAL LEGAL ASSISTANCE AGREEMENT WITH THE PRC
1.
Please refer to my teleletter of today's date on this subject. I enclose copies of the promised papers, and should be grateful if you could pass on copies to others interested, particularly on the legal side.
2.
The paper prepared by Henry Steel last year completes a set, the other parts of which have already been copied to Hong Kong (Tom Smith's letter of 18 November 1987 to Norman Chan) and Peking.
3. When I was in Hong Kong for JLG IX, I discussed briefly with Chris Newall the question of arrangements to guarantee that fugitive offenders returned to Hong Kong would not be transferred onwards to the PRC, (i.e. the question raised by Lord Winchilsea in his ongoing correspondence with Ministers and referred to in Paragraph 4 of Paul Fifoot's minute of 23 March and in Tom Smith's file note of 17 November 1987, both enclosed). like to let Chris Newall know that I have put his suggested formula to Paul Fifoot, and will revert in due course.
