Thank you for your minute of 18 January, (copy enclosed for ease of reference). Before I take any action to pursue any outstanding points with the Hong Kong Government, there are two points on which I need to revert to you:
i) your (A)(ii): in terms of guaranteeing that fugitive offenders returned to Hong Kong would not be transferred onwards to the PRC, I enclose a copy of my minute of 18 March 1988 to Mr Fifoot, referred to in my letter of 28 March to Mr Peirce in Hong Kong. We have not reverted to Hong Kong, but agreed to think again in about 1990. Perhaps now would be an appropriate time to consider Mr Newalls's form of words? I could then revert to Hong Kong on your (A) (i) and (ii).
ii) your (B)(i): to the best of my knowledge, no further work was done on the points in Mr Smith's letter of 18 November 1987 to Mr Chan (copy enclosed). I should be grateful for your views in due course before I pursue this.
