1. The Governor told Mr Maude in Hong Kong that he planned to visit Peking in November to discuss with them outstanding Hong Kong concerns on the draft Basic Law, including in particular constitutional arrangements. As you know, Mr Maude now has it in mind that we would announce arrangements for the 1991 elections shortly after the Prince of Wales' visit in early November, and before the nationality package. Is there any possibility of the Governor being able to bring forward his visit to Peking to accommodate this timing?
