measures or a combination of legislation and administrative
measures.

The first sentence should be extended to cover
non-residents as well as SAR residents.

*Rights and freedoms in the Hong Kong SAR shall not be restricted except as prescribed by law. But such restrictions shall not contravene or be inconsistent with the provisions of the preceding paragraph of this Article.
