Problem
For greater reassurance that the SAR's deputies to the NPC could be counted on to reflect the wishes of HK people,
particularly in regnal to the amendment of the BL (Art. 158), it would be preferable to announce upon the promulgation of the BL that the electoral law for such deputies would be worked out following
consultation with the SAR legislature.
Chapter III : Fundamental Rights and Duties of the Residents
Art. 30
This is the only Article in Chapter III which sets out
specific permitted
restrictions. Such restrictions
are not identical to those in
the two International
Covenants. Therefore there may be conflicts between this Article and Article 39.
