follows:
"The HKSAR shall on its own deal with financial matters, including disposing of its financial resources and drawing up its budgets and its final accounts. In deciding upon its financial policies, the HKSAR shall take account of the desirability of balancing expenditure and revenues over a period of years and of the practice of previous years of relating the growth of expenditure to the growth of the gross domestic product.
The HKSAR shall report its budgets and final accounts to the CPG for the record through the CE."

The Governor raised this with Zhou Nan and Lu Ping this year. An earlier suggested text was handed over. The Chinese side recognised the need to amend this Article.
