Art. 78(4) may rule out the possibility of LegCo
members taking up

(e.g. TAC) or statutory
(e.g. HA) bodies; and
prevent the possible
evolution of a
quasi-ministerial system
with LegCo members assuming chairmanship of major
advisory bodies. It should preferably be deleted.
