Since some of the rights in the two International Covenants on Human Rights referred to in Art. 39 of the draft Basic Law are not specifically mentioned (i.e. "prescribed") in Chapter III, the term "

changes should also be made to the expression "general election" in Items 7 (third
paragraph) and 8 of Annex I of the draft Basic Law.
