Remarks
To make clear that the revenues refer only to those derived by the Government of the Hong Kong Special Administrative Region.
Internal consistency (c.f. Article 4 above)

It is suggested that it should either be provided directly in the Basic Law that the relevant power is vested in the Special Administrative Region or it should be made clear that the authorisation will be issued no later than the establishment of the Special Administrative Region so that the Government of the Special Administrative Region will be vested with the
requisite power right from the start.
