I do not wish to raise, unnecessarily, new difficulties but I continue to have an aversion to the expression "facts of State" as it appears in the second sentence of the third paragraph of Article 19 of the Basic Law. Would it not be better to substitute the word "acts" for the word "facts" in that context, particularly if we are to achieve a satisfactory first sentence concerning "acts of State"? After all, we are addressing "acts of State" in both these sentences of paragraph 3 of Article 19.
