The following comments relate to a few general points on the translation of the draft Basic Law:
(A) Nomenclature

The nomenclature of various governmental organs and posts needs further consideration. views on how senior civil service posts of the SAR should be titled in the two papers handed over the the Chinese side in December 1988. Articles which would have to be examined further in this regard are: Articles 47, 48(5), 53, 57, 58, 60, 72(7), 72(9), 80, 89 and 100.
(B) Use of Pronouns
The "he/she" and "his/her" forms are used quite extensively in the English text. For the sake of clarity, the "he or she" and "his or her" forms are preferred. It is therefore suggested that the following articles should be amended accordingly : Articles 46, 47, 49, 50, 52, 53, 55, 56, 72(9), 78 and 88.
(C) Air Service Agreements
It is desirable for Air Service Agreements to have capitals. Articles required to be so amended are Articles 131, 132 and 133.
(D) Chinese "citizens"
The English text of the second draft has replaced Chinese nationals, the translation for "à
民
" in the first draft, with Chinese citizens throughout. Articles concerned are: Articles 21, 24, 44, 55, 61, 70, 89, 100 and 153 as well as the Proposal on the Establishment of the Basic Law Committee. Careful thought is needed on the significance of this change vis-a-vis the Chinese Nationality Law.
