Article 73

Members of the Legislative Council of the Hong Kong SAR may, in accordance with the provisions of this Law

and legal procedures, introduce bills. Bills which do not

relate to pu blic expenditure or the structure and

operations of the government may be introduced individu ally

or jointly by members of the Council. Written consent of

the Chief Executive shall be required before bills relating to government policies are introduced.

Article 74

The quorum for the meeting of the Legislative Council of the Hong Kong SAR shall be no less than half of

its members.

Unless

otherwise provided for in this Law, the

passage of any bill or motion in the Legislative Council of

the Hong Kong SAR requires the votes of more than half of its members present.

The rules of procedure of the Legislative Council

shall be established by the Council on it s own, but they

should not contravene this Law.

Hong Kong SAR takes effect only after it is signed and promulgated by the Chief Executive.

Article 76

Members of the Legislative Council of the Hong Kong SAR shall not be legally liable for speech es made at meetings of the Council.
