On the basis of maintaining the previous systems for professional qualifications and practice, the
Government of the Hong Kong SAR shall, on its Ow n
formulate the methods for assessing the qualifications for
professional practice for various professions.
Persons with professional qualifications or
qualifications for professional practice obtained prior to the establish ment of the Hong Kong SAR may retain their

previous qualifications in accordance with the relevant
regulations and codes of practice of the professions.
The Government of the Hong Kong SAR shall continue
to recognize professions and professional org anizations
recognized prior to the establishment of the Hong Kong
The recognized professional
professional organizations may, on
their own, assess and accredit professional qualifications.
SAR.
The Government of the Hong Kong SAR may, as
required by developments in society and in consultation with the parties concerned, recognize new professions and
professional organizations.
Article 142
The Government of the Hong Kong SAR shall, on its own, formu late policies on sports. Non-governmental sports
organizations may continue to exist and develop in
accordance with law.
Article 143
The Government of the Hong Kong SAR shall maintain the policy previously practised in Hong Kong in respect of subventions for non-governmental bodies and organizations
in fields such as education, medicine and health, culture,
arts, recreation, sports, social welf are and social work. Staff previously serving in subvented org anizations in Hong Kong may remain in their employ ment in accordance with the previous system.
