The CPG appoints the Chief Executive and principal executive officials of the Hong Kong SAR in accordance with the provisions of Chapter IV of this Law.

The Hong Kong SAR is vested with executive power. In accordance with the relevant provisions of this Law, it

SAR shall be reported to the Standing Committee of the NPC for the record. The reporting for record shall not affect the entry into force of such laws.
If the Standing Committee of the NPC, after
consulting its Committee for the Basic Law of the Hong Kong
SAR, considers that any law enacted by the legislature of
the Hong Kong SAR is not in conformity with those provisions of this Law concerning any affairs which are the
responsibilities of the central authorities or the
relationship between the central authorities and the Hong Kong SAR, it may return the law in question, but it shall
not amend it. Any law returned by the Standing Committee
of the NP C shall immediately cease to have force. This
cessation shall not have retroactive effect, unless
otherwise provided for by the laws of the Hong Kong SAR.
