the enactments specified in column 2 of Schedule 1 be amended by repealing "Secretary for Lands and Works" wherever it occurs and substituting "Secretary for
Planning, Environment and Lands";
(c)
the functions exercisable by the Secretary for Lands and Works by virtue of the enactments specified in column 2 of Schedule 2 be transferred to the Secretary
