propose in clause 5 of the Bill that the specific ground in section 26(3) should also apply to the power under section 34(1). This new reserve power will be used only sparingly. I believe the Insurance Authority will in the vast majority of cases be able, as at present, to rely upon the good will and co-operation of the insurers.

ATTORNEY GENERAL: Sir, I move that clauses 2 and 5 be amended as set out in the paper circulated to Members.
As presently drafted, these clauses refer to the Supreme Court (Amendment) Ordinance 1988, instead of 1989. The purpose of these amendments is to correct the date in these two places.
