FOREIGN AFFAIRS COMMITTEE: EVIDENCE SESSION ON HONG KONG AND

VIETNAMESE BOAT PEOPLE: 13 DECEMBER 1989

1. The Clerk to the Committee has briefed me today on the questions

the Committee are likely to ask Mr Maude on 13 December. I have set

these out in the attached note.

2. The Clerk gave me the following personal glosses:

(a) The Committee consider our reply to their Report to be a very interim one But they do understand that under present

circumstances it would be difficult for us to elaborate.

(b) On representative government, the Committee accept that the recommendations in their own report were ambitious and would be prepared to settle for the OMELCO consensus. But they would have
