To underline our firm commitment to JD.

To draw attention to evidence of China's continuing commitment to JD, including progress achieved at JLG XIV.
Points to make
- JLG XIV marks return to normal cooperation.
Some progress on specific issues eg localisation of merchant shipping legislation, seamens' travel documents.
Will help to restore Hong Kong confidence in China's willingness to honour obligations under JD commitments.
