Thank you for your letter of 17 July, enclosing the
record of the debate held on 5 July by Members of the
Legislative Council on the Report on Hong Kong by the
House of Commons Select Committee on Foreign Affairs.
I have taken very careful note of the views of you
and your colleagues, which were expressed with great
eloquence and feeling in the course of the debate. As
you know, we are still considering the recommendations of
the Foreign Affairs Committee: there will be a formal
response in the autumn. The comments of Members of the
Legislative Council on the Report have therefore been
useful and timely.

You emphasise in your letter and it comes out
clearly in the debate the importance of the right of
abode issue. As you know, the Government have had to
