I recommend that the Secretary of State write to the Chairman of the Committee to explain the current position and to ascertain whether he would now like to receive our reply soon or wait longer
for a more substantive one. I submit a draft. PRU agree.
Background

The Foreign Affairs Committee published their Report on Hong
Kong on 30 June. As a general rule, departments are expected to publish their responses to Select Committee Reports within two months of publication. But because of the Cabinet reshuffle the
Committee did not expect a reply within that timescale.
In any
case the Chairman of the Committee had let it be known that he
would prefer the Government to reply "when we have something to
say" (ie on the key issues in the Report).
