ARTICLE 18(4): APPLICATION OF NATIONAL LAWS/MARTIAL LAW IN AN
EMERGENCY
Basic Law process has been suspended. See little point in discussing specific aspects of it under present circumstances.

But it is clear that if Basic Law is ever to command confidence in Hong Kong it must cater fully for the concerns of Hong Kong people, which recent events will have seriously aggravated.
ARTICLE 23 (LAWS AGAINST SECESSION, TREASON) NEEDS AMENDMENT?
Article 23 provides for such laws to be enacted by the Hong Kong SAR, (ie they will be Hong Kong laws not Chinese national laws applied to Hong Kong.
Hong Kong's existing Crimes Ordinance already contains provisions on treason. Will need amendment to take account of change of sovereignty. But no essential difference between having such laws before and after 1997.
Any offences would of course be tried in Hong Kong.
